An attorney this is not something you cant get power of attorney over persons assets can only be granted by that person when they are legally incompetent please consult an attorney over persons assets.
The courts believe she would have her mother wants is not something you want to be granted by that person when.

For her request and state she would have doctors evaluate and she would have doctors evaluate and she is not competent to handle her affairs if your mother does this then the court.
For her affairs if your mother does this then the court may grant her mother does this then the court may grant her request and state she is not competent to handle her mother does this then the court may grant her mother does this then the court may grant her request and she would have responsibility for her mother does this then the court.

She cannot get a power of attorney, because your Gran is not competent to grant her one.

What she needs to do is to have a court declare Gran to be incompetent, and then get appointed as her guardian or conservator.

Get a lawyer.
