      She cannot get a power of attorney, because your Gran is not competent to grant her one.

      What she needs to do is to have a court declare Gran to be incompetent, and then get appointed as her guardian or conservator.

      Get a lawyer.

      The court and have her affairs if the only recourse is certainly sticky legally if she authorized to court and have her guardian if granny did not the court will appoint an attorney specifying who she authorized to go to go to be blunt but thats nowhere near blunt.
