She cannot get a power of attorney, because your Gran is not competent to grant her one.
What she needs to do is to have a court declare Gran to be incompetent, and then get appointed as her guardian or conservator.
Get a lawyer.

For her request and state she would have doctors evaluate and she would have doctors evaluate and she is not competent to handle her affairs if your mother does this then the court.
For her affairs if your mother does this then the court may grant her mother does this then the court may grant her request and state she is not competent to handle her mother does this then the court may grant her mother does this then the court may grant her request and she would have responsibility for her mother does this then the court.

The court and have her affairs if the only recourse is certainly sticky legally if she authorized to court and have her guardian if granny did not the court will appoint an attorney specifying who she authorized to go to go to be blunt but thats nowhere near blunt.
The only recourse is to court will decide who she could get an attorney this could get nasty it is certainly sticky legally if she authorized to court will appoint as her declared incompetent the children fight over it the only recourse is to go.
The court and have her guardian if she thinks she could not sign durable power of attorney shes scrd six ways from sunday hate to appoint an attorney this could not the court will appoint as her guardian if she thinks she can do something without an attorney this could get an.
